SITUATIONAL CENTER OF RUSSIA'S MINISTRY FOR ATOMIC ENERGY WILL
OVERSEE THE PROCESS OF TRANSITION TO YEAR 2000 AT ARMENIAN
NUCLEAR POWER STATION
MOSCOW, DECEMBER 24. (SNARK). On the night of Dec 31 the
situational center of Russia's Ministry for Atomic Energy will be
receiving information on how the Armenian Nuclear Power Station
and two NPSs in Ukraine will be tackling the problem of 2000
(Y2K), Minister for Atomic Energy of the Russian Federation
Yevgeni Adamov announced to journalists. He added that he
personally will be at the center on that night and will be
overseeing the process of transition to the year 2000 by nuclear
powers stations of Russia, Armenia, and Ukraine.
ARMENIAN FOREIGN MINISTER SATISFIED WITH HIS VISIT TO KIEV
YEREVAN, DECEMBER 24. (SNARK). The Armenian Foreign Minister
Vartan Oskanian is satisfied with his first official visit to
Kiev. The sides agreed that the speeding up of cooperation in
these spheres should promote to the signing of an interstate
agreement and a program Ukrania-Armenia cooperation till 2009, as
well as creation of Ukraine-Armenia Trade House. The Foreign
Ministers of the both states also discussed possible cooperation
within the framework of TRACECA transport project and more active
operation of Poti-Illichevsk train ferry. The sides also stressed
about their interests in Iran's intentions to deliver gas to
Europe.
AGREEMENT WITH SIBERIAN ALUMINUM TO BE SIGNED SOON
YEREVAN, DECEMBER 24.(SNARK). The agreement on the creation of a
joint venture on the base of Kanaker Aluminum plant may be signed
by the end of the year with the Siberian Aluminum Russian group.
SNARK was informed about it at the Ministry on Industry and Trade
of Armenia. According to the business plan of the Siberian
Aluminum, a JV is being created on the base of the KANAZ. It is
to produce 2,200 tons of foil monthly. 75% of stocks are to
belong to Siberian Aluminum and 25% - to KANAZ. The total volume
of investments is to make $29.7 mln, $8.3 mln are to be used for
re-equipment of the enterprise. 735 persons with the average
salary making $173 are to work at the enterprise. The Siberian
Aluminum is to start covering the debts of the KANAZ a year after
the JV has started to work and is to cover them totally in three
years. The profit of the JV is to make $500,000.
FORMER COMMANDER OF KARABAKH'S DEFENCE ARMY SAMVEL BABAYAN
INTENDS TO BE ENGAGED IN POLITICS
YEREVAN. DECEMBER 22.(SNARK). The former Commander of Karabakh's
Defence Army General-Lieutenant Samvel Babayan who has been
removed from his post recently is going to be engaged in politics
only. The ex-Minister and ex-Commander of Karabakh's Defence Army
informed journalists about creation of a new "United Armenia"
party. According to Babayan, it is hardly possible to speak about
Karabakh's fully independence in the nearest future. "At last,
sooner or later Karabakh must join Armenia", Babayan stated.
Commenting his contradiction with Karabakh's civil powers,
Babayan said that attacks against him have "a personal character
and are not directed against national interests". Touching upon
October 27 tragic events in Armenia's National Assembly, Babayan
pointed out that people has not yet recognized the whole tragedy
of losing of such person as Vazgen Sarkissian was. Internal and
not external forces weaken Armenia, and people understand it,
Babayan concluded.
ALL CONDITIONS WILL BE PROVIDED FOR DEVELOPMENT OF ARMENIAN-
INDIAN RELATIONS, ARMENIA'S FOREIGN MINISTER EMPHASIZES
YEREVAN. DECEMBER 21.(SNARK). The Armenian diplomatic
representation in India will be replaced by Embassy in 2000 and
therefore all conditions will be created for development of
Armenian-Indian bilateral cooperation, Armenia's Foreign Minister
Vartan Oskanian stated to Snark correspondent during December 20
ceremony of presentation of the Indian diplomatic representation
in Armenia. As Oskanian said, it will be expedient to work out a
multilateral cooperation program for development of Armenian-
Indian relations. In Minister's opinion, India may become a solid
distribution market for Armenia. Besides, India has large
experience in development of enterpreneurship, which is important
for Armenia as well.
WORLD BANK DEMANDS FROM ARMENIAN GOVERNMENT EXECUTION OF
OBLIGATIONS
YEREVAN, DECEMBER 20. (SNARK). The main reason of delay of the
third tranche of SAC-3 credit for structural reforms is non-
fulfillment by the Armenian Government of its obligations to the
World Bank, the Yerevan's office of the WB informed Snark. The WB
expresses concern over delay in choosing an international auditor
for the regional distributing power nets and the process of
privatization of those nets. Another point of obligations of the
Armenian Government is the low level of payments' collection in
the irrigation system. Under the data of the Agriculture Ministry
of Armenia, 65% of collection of payments should have been
secured for receiving the regular tranche of SAC-3 credit. As for
today, this index does not exceed 53-54%. Officials from the
Agriculture Ministry consider that by the end of this year the
demanded level will be reached. Meanwhile, the WB experts do not
share this opinion
