Istanbul Summit of OSCE adopted the Declaration of the Summit.
The 20th point of the Declaration reads about the Karabakh
problem. It particularly says: "We applaud in particular the

Azerbaijan. We firmly support this dialogue and encourage its
continuation, with the hope of resuming negotiations within the
OSCE Minsk Group. We also confirm that the OSCE and its Minsk
Group, stand ready to further advance the peace process and its
future implementation, including by providing all necessary
assistance to the parties". Nothing was said in the Declaration
about the territorial integrity of Azerbaijan.
ROBERT KOCHARIAN: OSCE ISTANBUL SUMMIT AND MEETINGS CONDUCTED
WITHIN ITS FRAMES WILL CONTRIBUTE TO SETTLEMENT OF KARABAKH
CONFLICT
YEREVAN. NOVEMBER 20.(SNARK). The OSCE Istanbul summit and
meetings conducted within its frames will, undoubtedly,
contribute to Karabakh problem settlement, Armenia's President
Robert Kocharian stated at November 19 meeting with
representatives of the Armenian community in Turkey. "I do not
want to be too optimistic, however a process which can bring to
success is being born", Armenia's President said. Commenting the
agreements on Baku-Ceyhan oil pipeline signed in Istanbul as well
as words of Suleiman Demirel that laying of oil-gas routes via
Armenian territory is not excluded if problems between Yerevan
and Baku are solved, Robert Kocharian said that, as a matter of
fact, many problems may get positive solution in this case.
However, such formulation of the issue and its close connection
with the Karabakh problem is dangerous at this stage as this new,
oil factor may be used for pressure upon Armenia.-Z-

PROBLEM OF EMPLOYMENT OF POPULATION IS BECOMING A KEY ISSUE IN
STRATEGY OF SOCIAL POLICY OF ARMENIA
YEREVAN, NOVEMBER 20. (SNARK). The problem of employment of the
population will be crucial in the development of strategy of

LEVEL OF TRADE-ECONOMIC RELATIONS BETWEEN US AND TURKEY HAS
SHARPLY INCREASED
ANKARA, NOVEMBER 17. (SNARK). The Istanbul Summit of OSCE has in
fact become a special forum for declaration of strategic
partnership between US and Turkey. Such is the estimation of the
current state visit of US President Bill Clinton to Turkey and
the OSCE Summit in general. Western analysts noted that such
economic activity of US with respect to Turkey first of all aims
at neutralizing "disappointment" of Ankara with the stance of
European powers, which proved to be actually firm in refusing
Turkey the admission to the "elite club".
